A blueprint for the future of the water sector in England and WalesThe Independent Water Commission publishes its final reportJuly 21, 2025 The Independent Water Commission has published its final report (21 July 2025). The Commission’s final report lays out a blueprint to drive long-term transformation in the water sector through 88 targeted recommendations, now under review by UK Government. The Environment Minister has already committed to implementing the move to a single regulator and four other recommendations (further details to be provided to parliament later today). The report is a call for decisive reform, aligning regulatory stability with the sector’s need for long-term investment. The Commission’s Final Report acknowledges some of the tensions we highlighted in our article for The Water Report (July 2025). A significant challenge still remains to navigate the cross-currents of strategic direction, operational improvements and investor-friendly regulation. Key contacts
